Project: Blight & Weak Markets

Miller Urban Consulting is currently working with several clients in New Orleans on strategies to address blight in weak-market areas. We define a “weak market” as an area where construction cost is greater than the final appraised value of a new property; this means it costs more to build a house than that house will be worth when it’s complete. In this kind of market, traditional approaches to blight like redevelopment and code enforcement are unlikely to change the nature of blighted areas. Miller UC staff are working with partners in non-profits, public agencies, and private firms to develop legal solutions for gaining control of property, and stewardship solutions for long-term maintenance of vacant properties as community assets.
